In a sweeping policy shift, the U.S. government has begun revoking student visas and terminating SEVIS records at an unprecedented rate. In late March, Secretary Rubio announced the revocation of over 300 student visas, alongside the launch of a new “Catch and Revoke” program. This initiative uses AI-powered monitoring of social media activity to identify alleged violations among F-1 and J-1 visa holders. In the weeks following the announcement, ICE reportedly terminated more than 4,736 SEVIS records, often due to students' encounters with law enforcement—no matter how minor or unresolved.
These enforcement actions appear to be relying on vague and constitutionally questionable “foreign policy” grounds. What's more troubling is the lack of transparency, notice, and opportunity to be heard—core tenets of due process that are being routinely ignored.
